Using the RuntimeLoader class models can be entirely loaded during run-time. However, since effects have to be compiled this requires the content pipeline assemblies, which as of XNA 4.0 are not part of the redistributable and thus not available on end user machines.

Hypothetically it is possible to load models at run-time without those assemblies, if no effects have to be compiled. This could be achieved if all models to be loaded used effects that already have been compiled and distributed with the application. The implementation is not laid out for this scenario yet.
